The proposed regulations would completely rewrite the commercial passenger vehicle regulations, including
provisions regarding fees, taxi rates, professional driver's licenses, vehicle standards and inspections,
appeals, and record keeping. The adoption of these amendments is not expected to require increased
appropriation by the municipality. Costs to certificate holders would vary with fleet size, with holders
of larger fleets experiencing increased costs and holders of small fleets experiencing reduced costs.
Drivers would likely see decreased costs due to elimination of some fees and reduction of others. Taxicab
owners could see increased costs, depending on the type of taximeter currently installed in their vehicles.
Taxicab passengers would see increased costs due to fare increases.
