Q. I have a neighbor that has frequent visitors and continue to park in my driveway. I have asked them a number of times to not park there. Can I have their car towed? Is there a certain procedure that I need to go through to have them towed?

JPD doesn't tow off private property unless the vehicle is involved with a case, like a DWI. Some private property owners go through a number of steps to seize ownership of and dispose of vehicles abandoned on private property. There are multiple barriers to you having an operable, owned by someone else, vehicle towed out of your driveway. Most tow operators would refuse to take the vehicle since it isn't yours. The tow operator would be taking reponsibility for securing the vehicle and making sure it wasn't damaged since your action would create civil liability for both you and the tow operator. There are private companies that 'boot' vehicles so you could contact them and see if you could hire them.
A temporary measure that might send a message is for you to block your driveway with cones and twine, move it to get access yourself, then put the barriers back. Your neighbor's visitors might then understand not to park there and once parking elsewhere becomes a habit you could remove the barriers.
