Q. Is birdseed considered litter?
I would assume that birdfeeders at home would be fine, but what about prolifically feeding birds on City/State property and causing a general nuisance?

Dear Juneau Resident,

Good question! This actually comes up often because some people like to feed the birds during the winter when food is scarce. Some other people don't like the clouds of birds, droppings, and noise that go with that.

Birdseed, and the resulting bird doodoo, is not considered litter. CBJ ordinance does not specifically address bird banquets but JPD's lead community service officer says if there is so much food it isn't consumed immediately and bears are attracted the food is then illegal as a 'bear attraction nuisance'. Also if the birds drag litter, like bones, onto other people's property, the litter ordinance could apply.
