Q. Where in Juneau can a teenager legally ride a go-cart?

That's a tough one. If you are talking about a go-cart that can go off road there are ATV trails near the University and out at 25 mile. If you need a paved area, there isn't a place you can just go and ride and permission has automatically been granted. That would be the case if there was a park designated for go-cart use, like there is a city park designated for skateboards, rollerblades, and other non-motorized wheely things.
You would need to get permission from someone who owns or is responsible for a paved area large enough for the go-cart to be used. That could be public or private property as long as the person in charge gives the thumbs up. Nugget Mall did have go-carts there recently but it looked like a pretty tightly controlled situation with a track, cones, go-carts with speed limiters, and adult supervision. Adults worried about getting sued are probably going to want what teenagers might view as fun-killing restrictions.
