Questions Posted to "Ask a Dispatcher"
Q. I live close to Hidden Park. I have a neighbor whom was arrested several months ago for asking young girls to get in his car. He was also arrested recently for a DWI, and not following his probation's. This man continually talks to children and walks from his house to Hidden Park multiple times a day. I have seen him bringing a branch or some sticks with him so that he can throw them in the woods near the park. Lately, my children have noticed him walking on other surrounding streets that are active with children. I am almost tempted to follow him to see what he is doing, is this okay?

As long as someone is in a public area it's okay to watch what they are doing, you just can't harass another person. We all have an obligation to look out for kids and other vulnerable individuals as long as our own behavior is within reason. Most people who work at JPD are vigilant when going anyplace with kids. If an unassociated adult starts interacting with them we will wander over and listen to make sure the interaction is appropriate. There is nothing wrong with being aware of what is going on in your neighborhood as long as you are reasonable in your behavior and don't start conflicts.
