Q. One of my neighbors thinks that the best way to exercise his dogs is to ride his 4-wheeler around the neighborhood and have the dogs chase it. I told him a while back that he couldn't legally ride the 4-wheeler on a street, and he told me that he had "already talked to JPD and they say it's fine". The fact that he doesn't go onto collector roads indicates to me that he knows it's wrong. What's the truth?

Dear Juneau Resident,

If the neighborhood streets are owned privately, either by the developer, landlord, or a neighborhood association those people can allow the riding of 4-wheelers. If the streets belong to the city or state, then the 4-wheelers are not legal for transportation. One of the best ways to determine ownership is to remember who plowed the road in the winter. If it was the city or state, it's a public road.
