It's not true. 911 can and does work for emergency calls in the United States. In the European Union dial 112 on your mobil phone for emergency services. Here is the information from the 112 website about coverage.
You can reach the European emergency number 112 in all Member States of the European Union as well as in several neighbouring countries:
Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Faroe Islands, Finland, France, Germany, Greece, Hungary, Iceland, Isle of Man, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Republic of Macedonia, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Vatican and the United Kingdom.

Moreover you can also reach emergency services through 112 in the following countries:
